Cook pasta until just al dente; drain.

In a pot, melt butter, whisk in flour to make a roux (1 min).

Add milk + cream; whisk until thick.

Stir in 2 cups cheese + salt, pepper, paprika.

Mix sauce with pasta and pour into baking dish.

Top with remaining 1 cup cheese.

Bake at 400°F (200°C) for 15–20 min until golden and bubbly.
