Instructions:

2_ Spread cream cheese evenly over each tortilla. Top with ground beef, salsa, shredded cheese, and green onions.
3_ Roll each tortilla tightly into a log. Slice into 12 thick rounds.
4_ Place pinwheels on the baking sheet. Bake 10-12 minutes until edges are golden-brown and cheese is melted and bubbly.
5_ Serve warm on a white plate with tortilla chips. Garnish with cilantro and green onions.
