Preheat the oven to 375°F (190°C) and grease a casserole dish.

Peel and thinly slice the potatoes.

In a saucepan, melt butter over medium heat. Stir in flour to make a roux.

Gradually whisk in milk until smooth and thickened.

Season the sauce with salt, pepper, garlic powder, onion powder, and paprika.

Layer half of the potatoes in the casserole dish. Sprinkle with half of the shredded Pepper Jack cheese.

Pour half of the sauce over the cheese and potatoes. Repeat the layers with the remaining potatoes, cheese, and sauce.

Cover the dish with foil and bake for 30 minutes.

Remove the foil and bake for an additional 15 minutes until the top is golden and bubbly.

Garnish with chopped green onions before serving.
