Creamy Cowboy Butter Tortellini with Steak & Carrots & Bell Peppers

Ingredients:

20 oz cheese tortellini (fresh or refrigerated)
1 lb steak (sirloin or ribeye), cut into bite-sized cubes
Salt, black pepper, garlic powder, smoked paprika
2 tbsp olive oil
4 tbsp butter
4 cloves garlic, minced
1 cup heavy cream
½ cup beef broth
1 cup sliced carrots (lightly steamed or roasted)
1 cup sliced bell peppers (red, yellow, or orange)
¾ cup shredded parmesan
Optional: chopped parsley, red pepper flakes
