In a large pot or Dutch oven, cook the ground beef over medium heat until browned. Drain any excess fat.

Add chopped onion and minced garlic to the pot with the beef. Cook until onion is translucent and garlic is fragrant.

Stir in water, tomato sauce, diced tomatoes, Italian seasoning, paprika, salt, and pepper. Bring to a boil.

Add the uncooked elbow macaroni, stir to combine. Reduce heat, cover, and simmer for about 20 minutes until macaroni is cooked through and sauce has thickened.

Adjust seasoning if necessary. Serve hot.
